The tourist scene, the safe scene?

Its not safe being anything in Cairo. There are so many filters, cultural, political, religious, everything thing has to be sifted through these filters, censors. Egyptians are such a sensitive people, nothing passes their scrutiny.
Even more so when it comes to sexuality.
Its not only not physically safe being gay, its also emotionally not safe.
Countless people find it much easier to date, meet, have sex, socialize with foreigners, tourists. Those who are passing by for the briefest period of time.
Those who come from a different culture, a culture that allows a space to get rid of all these filters, all these censors. All the history, legacies and moral burdens and dilemmas.
Those who come for the very purpose of "having fun", without the complication of anything else.
No wonder the tourist scene, is the safe scene.
Its safe. No emotional baggage, no cultural baggage, no security hassle. No arrangement could have been more prefect.
They are even financially superior.
Who in their right minds would refuse the benefit of a room service and a free meal/drink?

Well yes, but doesn't that asume that all tourists are after no strings attached sex? And surely the Egyptians who are interested in them are not interested in a relationship of any sort anyway. Fat 40 year olds are probably the majority of these tourists that you are talking about, unable to get sex in their own country so they come to Egypt where there is a supply of interested people. It is these same 40-50 year olds who seem to get all the good sex, annoying! Perhaps your countrymen should start looking for more fulfilling relationships. But most don't want to/can't/get as much of a thrill with any foreigner as to actually think who that person is... is that harsh?
