This is a Royal Proclamation, whereby the Eccentric Morbid Queen has pardoned the trashy blond hussy for indiscreet, reckless sexual behavior.
The Eccentric Morbid Queen very graciously pardoned the trashy blond hussy after witnessing signs of real remorse and a promise that such indiscriminate fornication will not be done again in the future.
The credibility of such claim still has to stand the test of time.
